City of Austin Programs
A variety of programs are offered to Austin Energy customers.

The Total Home Efficiency Program offers rebates to customers making qualifying improvements:

  • Rebates of up to 20% of the cost of improvements
  • An on-site energy audit and cost-saving home improvement suggestions
  • Bonus Rebates for "Package" improvements
  • Greater comfort, security, and productivity for your home

Bonus rebates are also available. How?

Receive the additional rebate when you install a new AC unit or heat pump* and perform all weatherization measures to your home, if needed:

  • Install attic insulation
  • Repair leaking AC ducts
  • Caulk around plumbing penetrations under sinks
  • Weather-strip doors
  • Install solar shading or awnings (to windows in direct sun)

    *New AC unit or heat pump must be at least 600/sq.ft per ton (exceptions may be considered) and meet or exceed minimum SEER requirements.

The Total Home Efficiency Loan Program is also available.

Loans cover the costs of weatherization and/or the installation of energy-efficient heating and cooling equipment:

  • Install a new energy efficient air conditioner, or
    heat pump (if all electric)
  • Install attic insulation
  • Repair leaking AC ducts
  • Caulk around plumbing penetrations under sinks
  • Weather-strip doors
  • Install solar shading or awnings (to windows in direct sun)
  • Install a radiant barrier (a "heat blocker" made of reflective material installed on the underside of roof or in attic)

Who can participate?

Austin Energy residential customers who own and reside in a single-family dwelling. Duplexes are eligible if the homeowner resides in at least one unit of the dwelling. Rental properties, mobile homes, and manufactured homes are not eligible for this loan program.

What are the conditions of the loan?

Participation requires:

  • If you install a new AC unit, you must also perform all recommended weatherization measures.
  • If AC unit is not replaced, a loan will cover any or all of the recommended weatherization measures with a minimum loan amount of $2,500.
  • New AC units or heat pumps must be at least 600/sq.ft per ton (exceptions may be considered) and meet or exceed minimum SEER requirements. Both AC condensing unit and evaporator coil must be replaced at this time.
  • Work must be performed by an approved contractor such as City Conservation
